Welcome to the website for our proposals to grow Horizon Technology Park. We are preparing new plans to create additional employment space on the park to allow the existing businesses to grow and to attract new enterprises to the area.
On this website you can view our latest plans and share your views prior to us submitting a planning application to West Oxfordshire District Council.
The park is currently home to the one of the UK’s leading hi tech engineering businesses Polar Technology Group, a world class, integrated engineering group, focussing on the design, development, and manufacture of high value-added products and systems for customers in the medical, aerospace, motorsport and clean energy technology market sectors.
Operating out of the 9,470m2 Polar Technology Building, the group employs circa 200 people.
In addition, there are two existing two storey office buildings, and a large manufacturing building to the northeast of the Park that house a range of tenants.

Our new plans
To support the further growth of Polar Technology and attract new hi-tech businesses to the area, the owners of the technology park, Elwood Fund Management, are preparing new plans to develop the park.
The proposals involve a phased development of 15,200m2 of new flexible R&D units
The aim is to create a high-end R&D / Life Sciences and Technology Park that can meet the regional demand for quality Mid-Technology facilities in Oxfordshire.

Our plans would be delivered in two phases:
Phase 1:
Three new buildings providing an additional 9,515 m2 of employment space.
Building A 4,091m2, Building B 3,331m2, Building C 2,093m2.
Building heights up to a maximum of 12m.
173 spaces parking spaces with 44 EV parking spaces with the future potential for 103 EV spaces.
136 cycle parking spaces.

Phase 2:
Demolition of the existing Lentus and office buildings. Construction of two additional buildings, Blocks D & E, providing 5,699 m2 of employment space.
An additional 101 car spaces including 27 EV parking spaces with the future potential for 68 EV spaces.

Transport
While we will be providing additional car parking spaces to accommodate new employees, including a significant number of EV charging points, we will also be preparing a transport plan that sets out a strategy to encourage alternative travel options to car use.
The park layout will be designed to allow the incorporation of a new access connecting to the proposed new access link road planned for a future residential development located to the north west of the park.
Travel Plan
Our travel plan will aim to encourage the use of alternative modes of transport to car use and to better manage private car usage in order to reduce environmental impacts for all journeys to and from the site.
The plan will be a long-term commitment to changing travel habits by minimising the percentage of journeys to and from the development made by single occupancy cars and maximise the proportion of trips to the development made by public transport, by car share, on foot and by bicycle.
Landscape / Ecology
Our plans will provide considerable enhancement to the park’s landscaping including extensive planting and creating a new green spaces to help support the area’s biodiversity. Improvements will include:
Enhancements to existing meadow to the north.
New footpath connection to existing public right of way.
Softening of northern and western boundaries with new trees, hedges and mix of native screening shrubs.
Landscaped amenity space south of Block A, and a planted breakout area adjacent to Block C.
Over-seeding of existing wildflower grassland to existing Polar Technology car park lawn areas. Enhancements to Polar Technology planter.
Over-seeding of existing lawn south of Block C to wildflower meadow and new trees.
Our programme
Our community consultation is open from 26 November – 13 December. We will be holding an in person event on 5 December at the Tolkien Room St Peter’s Church, Eynsham from 4pm-7.30pm.
We are aiming to submit a hybrid planning application to West Oxfordshire District Council in the near future.
The hybrid application would comprise of:
Detailed application for Buildings A, B and C.
Outline Planning application for the demolition of the Lentus and office buildings and construction of additional Buildings D and E.
